PER UNA GIUSTIZIA ECONOMICA
IN FAVORE DEI PAESI IMPOVERITI
CHIEDIAMO: LA CANCELLAZIONE DEL DEBITO

Come credenti di diverse tradizioni religiose, noi affermiamo:

che il mondo e le sue risorse sono per il sostentamento di tutti

che il diritto alla proprietà non può calpestare il diritto degli altri al cibo, alla casa, alla salute e ad uguali opportunità all’interno della società

che coloro che possiedono e amministrano i beni del mondo hanno la responsabilità primaria di assicurare il benessere, la libertà e la partecipazione di tutti

che un’equa distribuzione dei beni del mondo è un prerequisito della pace, dell’accordo e della comprensione tra i popoli e un’esigenza assoluta per la salute della terra.

Poiché constatiamo la distruzione che il debito internazionale e i programmi di aggiustamento strutturale hanno causato ai sistemi economici, sanitari ed educativi e ai programmi di sviluppo nel sud del mondo, oltre che agli ecosistemi e alle risorse terrestri

NOI FACCIAMO APPELLO AI G8 CHE SI INCONTRERANNO A GENOVA, perché decidano di:

Cancellare l’intero debito dei paesi impoveriti, anche nei confronti della Banca Mondiale e del FMI.

Porre fine ai programmi di aggiustamento strutturale.

Stabilire procedure per identificare il debito illegittimo.

Accettare la collaborazione della società civile nella creazione di procedure trasparenti e meccanismi autonomi e indipendenti di arbitrato per le situazioni di crisi, in cui sia i governi creditori sia i paesi indebitati siano equamente rappresentati.

Creare un codice di comportamento che assicuri, tra chi presta e gli stati che ricevono, trasparenza, equa ripartizione della responsabilità e controllo del procedimento del prestito per evitare crisi future. Dovrebbero partecipare all’elaborazione di tale codice di comportamento creditori pubblici e privati, rappresentanti dei governi, specialisti della materia e rappresentanti della società civile.

Stipulare accordi commerciali e internazionali che siano a vantaggio dei paesi impoveriti, perché possano affrancarsi dal debito e partecipare all’economia mondiale su basi eque

Noi crediamo, infatti, che l’attuale sistema economico abbia aumentato il distacco tra ricchi e poveri, concentrato nelle mani di pochi il controllo delle risorse mondiali e distrutto gran parte dell’ambiente naturale.

Questo è il tempo per iniziative audaci e coraggiose per creare un’economia nuova, giusta ed equa, rispettosa della dignità di ogni essere umano e della natura.

WE CALL FOR DEBT CANCELLATION

As religious believers of many traditions, we assert

* That the world and its resources are for the sustenance of all.

* That the ownership of property does not override the right of others to nourishment, housing, health-care, and the opportunity to participate in society on an equitable basis.

* That those who own and administer the world's goods have a primary responsibility to ensure the well-being, freedom, and participation of all.

* That a fair distribution of the world's goods is a prerequisite for peace, mutual harmony and understanding among the world's peoples, and a necessary requirement for the health of the planet.

We recognize the destruction that the international debt and the structural adjustment programs have wrought-destruction to economies, health and education systems, development programs, and to the earth's ecosystems and resources.

WE CALL ON THE G8 LEADERS WHO WILL ASSEMBLE AT GENOA TO:

1. Cancel the whole debt of impoverished countries, including debt to the World Bank and the IMF.

2. End structural adjustment programs.

3. Establish procedures, which include the participation of civil society to identify illegitimate debt.

4. Establish neutral, independent and transparent arbitration mechanisms and processes to deal with debt crises and illegitimate debt with fair and equitable representation of creditors, governments of indebted countries, and civil society.

5. Establish a code of conduct for lenders to sovereign borrowers that ensures transparency and a fair apportioning of accountability, and places controls on the process of lending so as to avoid debt crises. The code of conduct should be worked out with the participation of both private and public creditors, representatives of governments, academics and other specialists, and representatives of civil society.

6. Make trade and other international agreements benefit impoverished and vulnerable countries and enable them to escape from debt and participate equitably in the world economy.

The present economic system has escalated the gap between rich and poor and concentrated control over the world's resources in the hands of a few. It has also destroyed much of the natural environment.

Our times call for bold and courageous initiatives to create a new, just and equitable economy, which respects the dignity of every human being and of the natural world.
