Ramsey Clarke ex Procuratore Generale degli Stati-Uniti è al corrente di tutto ciò che accade nel panorama mondiale. Da molto tempo lotta contro l'imperialsmo del governo americano , lotta per la pace , per la giustizia.

Ha scritto l'Accusa contro Stati-Uniti e NATO per il bombardamento della Ex-Jugoslavia. Ha visitato l'Iraq e ha condannato le politiche degli Stati-Uniti perchè offendono i diritti fondamentali della società intera distruggendo gli ospedali, facendo mancare le medicine, il cibo, e soprattutto per la morte di centinaia e centinaia di bambini a seguito delle sanzioni militari e delle bombe all "uranio impoverito ". E', oggi, uno dei maggiori portavoci della pace, partecipa a molte manifestazioni dei movimenti pacifisti americani che si stanno animando un pò dovunquec ontro l'insanità e l'immoralità dell'amministrazione di Bush. Recentemente ha firmato la dichiarazione "NOT IN OUR NAME" che raccoglie migliaia di firme contro la guerra pubblicati dal NY Times ( dal Sept. 19, 2002. in poi).

President Bush has said: "You're either with us or against us." Here is our answer ":

LET IT NOT BE SAID that people in the United States did nothing when their government declared a war without limit and instituted stark new measures of repression.

THE SIGNERS OF THIS STATEMENT call on the people of the U.S. to resist the policies and overall political diretion that have emerged since September 11, 2001, and which pose grave dangers to the people of the world.

WE BELIEVE that peoples and nations have the right to determine their own destiny, free from military coercion by great powers. We believe that all persons detained or prosecuted by the U.S. government should have the same rights of due process. We believe that questioning, criticism, and dissent must be valued and protected. We understand that such rights and values are always contested and must be fought for.

WE BELIEVE that people of consicence must take responsibility for what their own governments do-- we must first of all oppose the injustice that is done in our own name. Thus we call on all Americans to RESIST the war and repression that has been loosed on the world by the Bush administration. It is unjust, immoral, and illegitimate. We choose to make common cause with the people of the world.

WE TOO WATCHED with shock the horrific events of Sept. 11, 2001. We too mourned the thousands of innocent dead and shook our heads at the terrible scenes of carnage -- even as we recalled similar scenes in Baghdad, Panama City, and a generation ago, Vietnam. We too joined the anguished questioning of millions of Americans who asked why such a thing could happen.

BUT THE MOURNING had barely begun, when the highest leaders of the land unleashed a spirit of revenge. They put out a simplistic script of "good vs. evil" that was taken up by a pliant and intimidated media. They told us that asking why these terrible events had happened verged on treason. There was to be no debate. There were by definition no valid political or moral questions. The only possible answer was to be war abroad and repression at home.

IN OUR NAME, the Bush administraiton, with near unanimity from Congress, not only attacked Afghanistan but arrogated to itself and its allies the right to rain down military force anywhere and anytime. The brutal repercussiions have been felt from the Philippines to Palestine, where Israeli tanks and bulldozers have left a terrible trail of death and destruction. THE

GOVERNMENT NOW OPENLY PREPARES TO WAGE ALL-OUT WAR ON IRAQ -- A COUNTRY

WHICH HAS NO CONNECTION TO THE HORROR OF SEPTEMBER 11. WHAT KIND OF WORLD WILL THIS BECOME IF THE US GOVERNMENT HAS A BLANK CHECK TO DROP COMMANDOS, ASSASSINS, AND BOMBS WHEREVER IT WANTS?

IN OUR NAME, within the US, the government has created two classes of

people:

those to whoom the basic rights of the US legal system are at least promised, and those who now seem to have no rights at all. The government rounded up over 1,000 immigrants and detained them in secret and indefinitely. Hundreds have been deported and hundreds of others still languish today in prison. This smacks of the infamous concentration camps for Japanese-Americans in World War II. For the first time in decades, immigration procedures single out certain nationalities for unequal treatment.

IN OUR NAME, the government has brought down a pall of repression over society. The President's spokesperson warns people to "watch what they say." Dissident artists, intellectuals, and professors find their view distorted, attacked and suppressed. The so-called Patriot Act--along with a host of similar measures on the state level- gives police sweeping new powers of search and seizure, supervised if at all by secret proceedings before secret courts.

IN OUR NAME, the executive has steadily usurped the roles and functions of the other branches of government. Military tribunals with lax rules of evidence and no right to appeal to the regular courts are put in place by executive order. Groups are declared "terrorist" at the stroke of a presidential pen.

WE MUST TAKE the highest officers of the land seriously when they talk of a war that will last a generation and when they speak of a new domestic order. We are confronting a new openly imperial policy towards the world and a domestic policy that manufactures and manipulates fear to curtail rights.

THERE IS A DEADLY TRAJECTORY to the events of the past months that must be seen for what it is and resisted. Too many times in history people have waited until it was too late to resist.

PRESIDENT BUSH HAS DECLARED: "You're either with us or against us." Here is our answer: We refuse to allow you to speak for all the American people. We will not give up our right to question. We will not hand over our consciences in return for a hollow promise of safety. We say NOT IN OUR NAME. We refuse to be party to these wars and we repudicate any inference that they are being waged in our name or for our welfare. We extend a hand to those around the world suffering from these policies; we will show our solidarity in word and deed.

WE WHO SIGN this statement call on all Americans to join together to rise to this challenge. We applaud and support the questioning and protest now going on, even as we recognize the need for much, more more to actually stop this juggernaut. We draw inspiration from the Israeli reservists who, at great personal risk, declare "There IS a limit" and refuse to serve in the occupation of the West Bank and Gaza.

WE ALSO DRAW ON the many examples of resistance and conscience from the past of the United Staets: from those who fought slavery with rebellions and the underground railroad, to those who defied the Vietnam war by refusing orders, resisting the draft, and standing in solidarity with resisters.

LET US NOT ALLOW THE WATCHING WORLD TODAY TO DESPAIR OF OUR SILENCE AND OUR FAILURE TO ACT. INSTEAD, LET THE WORLD HEAR OUR PLEDGE: WE WILL RESIST THE MACHINERY OF WAR AND REPRESSION AND RALLY OTHERS TO DO EVERYTHING POSSIBLE TO STOP IT.

(Llamamiento de intelectuales y artistas estadounidenses contra la guerra) Que no se diga que en Estados Unidos la gente no ha hecho nada cuando su Gobierno ha declarado una guerra sin límites y ha instaurado nuevas medidas represivas. Los firmantes de este llamamiento invitan a la población estadounidense a resistir a las políticas y a las directrices generales que han emergido tras el 11 de septiembre y que ponen en grave peligro a los pueblos del mundo. Nosotros creemos que las personas y las naciones tienen derecho a determinar su propio destino, libres de cualquier coerción militar de las grandes potencias. Creemos que todas las personas detenidas o perseguidas por el Gobierno de Estados Unidos deben tener los mismos derechos. Creemos que plantear preguntas, criticar y disentir son actitudes que deben ser valoradas y protegidas. Creemos que las personas con conciencia deben asumir la responsabilidad de las acciones de sus gobiernos, y ante todo debemos oponernos a las injusticias cometidas en nuestro nombre. En nuestro nombre, la administración Bush, con la casi unanimidad del Congreso, ha atacado Afganistán y se ha arrogado, junto con sus aliados, el derecho de destruir fuerzas militares en cualquier lugar y momento. Las brutales repercusiones se han hecho sentir desde Filipinas hasta Palestina, donde los tanques y los bulldozer israelíes han trazado un terrible sendero de muerte y destrucción. Y el Gobierno se dispone ahora a emprender una guerra total contra Iraq, un país que no tiene ninguna relación con los hechos del 11 de septiembre. ¿Qué clase de mundo será este si se permite al Gobierno de Estados Unidos lanzar comandos, asesinos y bombas dondequiera que se le antoje? En nuestro nombre, el Gobierno ha creado en Estados Unidos dos clases de ciudadanos: aquellos a los que al menos se les prometen los derechos básicos del sistema legislativo y aquellos que ahora no parecen tener derecho alguno. El Gobierno ha arrestado a más de mil inmigrantes y los ha encarcelado en secreto y sin límite de tiempo. Centenares de personas han sido deportadas y centenares siguen en prisión. Por primera vez en décadas, los procedimientos de inmigración someten a determinadas nacionalidades a un tratamiento desigual. En nuestro nombre, el Gobierno ha desencadenado una oleada de represión en la sociedad. El portavoz del presidente ha intimidado a la gente diciendo que "tengan cuidado con lo que dicen". Los artistas, los intelectuales y los profesores disidentes ven sus puntos de vista distorsionados, atacados y eliminados. El llamado Patriot Act, junto a un sinfín de medidas similares en los diversos estados, da a la policía nuevos y más amplios poderes de investigación y secuestro, con la cobertura de procedimientos secretos. En nuestro nombre, el ejecutivo ha usurpado constantemente los papeles y las funciones de las otras ramas del Gobierno. Una orden ejecutiva ha puesto en funcionamiento los tribunales militares. Una firma presidencial basta para definir como "terrorista" a un determinado grupo de personas. Debemos tomarnos muy en serio a los gobernantes cuando hablan de una guerra que durará una generación y cuando hablan de un nuevo orden. Nos hallamos frente a una nueva política imperial hacia el mundo y una política interior que genera y manipula el miedo para limitar los derechos. Hay una estrategia mortal en los acontecimientos de los últimos meses, que debe ser vista como lo que es y frente a la cual hemos de resistir. Demasiadas veces en la historia la gente ha esperado para resistir hasta cuando ya era demasiado tarde. El presidente Bush ha declarado: "O con nosotros o contra nosotros". Esta es nuestra respuesta: nos negamos a que hable en nombre de todos los estadounidenses. No entregaremos nuestras conciencias a cambio de una huera promesa de seguridad. Decimos NO en NUESTRO nombre. Nos negamos a ser parte de estas guerras y rechazamos todas las acciones emprendidas en nuestro nombre o por nuestro bienestar. Tendemos la mano a quienes en el mundo sufren como consecuencia de estas decisiones. Mostraremos nuestra solidaridad con las palabras y con la acción. Los firmantes de este llamamiento invitamos a todos los estadounidenses a unirse a este desafío. Aplaudimos y apoyamos las propuestas en curso, a la vez que reconocemos la exigencia de hacer mucho más para poner fin a esta locura. Nos inspiramos en la decisión de los reservistas israelíes que, asumiendo un riesgo personal, declaran que hay un límite y se niegan a servir en Gaza y en los territorios ocupados. Nos inspiran los numerosos ejemplos de resistencia y de conciencia que nos ofrece la historia pasada de Estados Unidos: desde los que combatieron la esclavitud hasta los que pusieron fin a la guerra de Viet Nam incumpliendo las órdenes, negándose a incorporarse a filas y apoyando a los que resistían. No permitamos que el mundo que hoy nos contempla se desespere por nuestro silencio y nuestra incapacidad de acción. Hagamos que el mundo pueda sentir nuestro compromiso. Resistiremos frente a la máquina de la guerra y la represión y haremos todo lo posible para detenerla.

Nicht in unserem Namen

Lassen wir es nicht so weit kommen, daß man sagt, die Menschen in den Vereinigten Staaten wären untätig geblieben, als ihre Regierung einen uneingeschränkten Krieg verkündete und strikte Maßnahmen der Repression einführte.

Die Unterzeichner dieser Erklärung fordern das Volk der Vereinigten Staaten auf, sich der Politik bzw. der generellen politischen Richtung seit dem 11. September 2001 zu widersetzen, da dies alles eine ernste Gefahr für die Menschen in der Welt bedeutet.

Wir glauben, daß Völker u. Staaten das Recht haben, ihr Schicksal eigenverantwortlich zu bestimmen - und zwar frei von militärischem Zwang durch mächtige Staaten. Wir glauben ferner, daß alle Personen, die von der Regierung der Vereinigten Staaten festgehalten oder vor Gericht gestellt werden, dasselbe Recht auf einen fairen Prozeß haben. Wir glauben, daß Fragen gestellt, Kritik geübt u. abweichende Meinungen geäußert werden müssen - und daß dies hochgeschätzt u. verteidigt werden sollte. Wir sind der Auffassung, daß der Wert (der freien Meinungsäußerung) und das Recht darauf ständig bedroht sind und entsprechend verteidigt werden müssen.

Wir glauben, daß Menschen, die ein Gewissen haben, sich dafür verant- wortlich fühlen müssen, was ihre Regierungen tun. A priori müssen wir uns der Ungerechtigkeit widersetzen, die in unserem Namen begangen wird. In diesem Sinne appellieren wir an alle Amerikaner, dem Krieg u. der Unterdrückung WIDERSTAND ZU LEISTEN, die die Bush-Regierung über die Welt gebracht hat / noch bringt. Das alles ist ungerecht, unmoralisch u. illegitim. Wir haben uns entschlossen, uns an die Seite der Menschen in aller Welt zu stellen.

Aber auch wir haben natürlich mit Schrecken die furchtbaren Ereignisse des 11. Septembers 2001 mitverfolgt. Auch wir haben die tausende Unschuldiger betrauert, die getötet wurden und konnten nur den Kopf schütteln angesichts der Horror-Bilder schier unglaublicher Vernichtung - selbst wenn wir dabei unwilkürlich an ähnliche Bilder aus Bagdad, Panama City - oder eine Generation früher Vietnam - denken mußten. Und wie Millionen anderer Amerikaner haben auch wir voller Schmerz gefragt: Wie konnte soetwas nur geschehen?

Aber das Trauern hatte kaum begonnen, als die höchsten Führer unseres Landes auch schon den Geist der Rache entfesselten. Eine simplifizierende Botschaft von ‘Gut versus Böse’ wurde entworfen und durch die ebenso glatten wie

einge- schüchterten Medien verbreitet. Man sagte uns, die Frage nach dem Grund für diese schrecklichen Ereignisse grenze an Verrat. Eine Debatte wurde nicht gestattet. Man legte einfach fest: es existieren keine berechtigten Fragen moralischer oder politischer Natur. Die einzig mögliche Antwort sei: Krieg nach außen und Repression nach innen.

In unser aller Namen hat die Regierung Bush - praktisch ohne jede Gegenstimme vonseiten des Kongreß - Afghanistan angegriffen. Aber nicht nur das, sie hat sich und ihre Verbündeten darüberhinaus auch noch ermächtigt, an jedem Ort und zu jeder Zeit militärisch einzugreifen. Die brutalen Auswirkungen (dieser Selbstermächtigung) kann man jetzt überall besichtigen - auf den Philippinen ebenso wie in Palästina, wo die Panzer bzw. Bulldozer der Israelis ja eine Spur der Verwüstung und des Todes gezogen haben. Und nun bereitet sich die US-Regierung also auch noch offen auf einen ‘End-Krieg’ gegen Irak vor - ein Land, das schließlich nichts zu tun hat mit dem Horror des 11. Septembers. Was für eine Welt wird das sein, in der die US-Regierung praktisch Blankovollmacht besitzt, überall und woimmer sie will ihre Bomben abzuwerfen, ihre Militärkommandos oder Mörder einzuschleusen?

In unserem Namen hat die US-Regierung im eigenen Land ein Zweiklassensystem

errichtet: Menschen, denen die grundlegenden Rechte unseres Rechtssystems zumindest theoretisch zugestanden werden und solche, die keinerlei Rechte irgendwelcher Art zu besitzen scheinen. Die Regierung hat über 1000 Immigranten verhaften lassen - und hält sie seither auf unbestimmte Zeit und an geheimen Orten fest. Hunderte wurden abgeschoben, und hunderte schmachten nach wie vor in Gefängnissen. Diese Prozedur erinnert stark an die

berüchtig- ten Internierungslager für japanischstämmige Amerikaner während des ‘Zweiten Weltkriegs’. Und zum erstenmal seit Jahrzehnten werden bei der Immigration auch wieder Menschen bestimmter Nationalität rausgefiltert u. sonderbehandelt.

In unserem Namen hat die Regierung ein Leichentuch der Repression über die Gesellschaft gelegt. So warnt beispielsweise der Präsidentensprecher, die Bürger sollten “aufpassen, was sie sagen”. Künstler mit abweichender Meinung, Intellektuelle, Professoren machen die Erfahrung, daß ihre Ansichten falsch wiedergegeben bzw. angefeindet bzw. gleich ganz unterdrückt werden. Der sogenannte ‘Patriot Act’ (Patriotengesetz) - zusammen mit einer ganzen Latte ähnlicher Maßnahmen auf Staatsebene - verleiht der Polizei sehr weitgehende neue Vollmachten zu Durchsuchung und Festnahme. Kontrolliert wird die Polizei hierbei, falls überhaupt, lediglich durch Geheim-Kommissionen, die im stillen agieren.

In unserem Namen hat die Exekutive langsam aber sicher Aufgaben und Funktionen an sich gerissen, die eigentlich in den Bereich der übrigen

Regierungs- instanzen gehörten. Per Befehl der Exekutive wurden Militärtribunale eingerichtet - Militärgerichte, vor denen eine eingeschränkte Beweispflicht gilt bzw. die Angeklagten nicht das Recht haben, vor ordentlichen Gerichten in Berufung zu gehen. Gruppierungen können mit einem einzigen Federstrich des Präsidenten zu ‘Terroristen’ erklärt werden.

Wir müssen die höchsten Militärs unseres Landes ernstnehmen, wenn sie von einem Krieg sprechen, der eine ganze Generation währen wird - und wenn sie von einer neuen Innenpolitik reden. Nach außen verfolgen wir inzwischen ja eine offen imperialistische Politik, nach innen eine Politik, die darauf angelegt ist, Angst zu produzieren und diese Angst der Menschen zu benutzen, um die Rechte einzuschränken.

Die Ereignisse der letzten Monate beschreiben eine tödliche Kurve - wir müssen das endlich begreifen und entsprechend Widerstand leisten. Denn viel zu oft in der Geschichte war es ja schon so, daß Menschen zu lange warteten - bis es für (effektiven) Widerstand zuspät war.

Präsident Bush hat erklärt: “Entweder, ihr seid für uns oder gegen uns”. Hier unsere Antwort: Wir wehren uns dagegen, daß Sie sich anmaßen, für das gesamte amerikanische Volk zu sprechen. Wir werden unser Recht, Fragen zu stellen nicht aufgeben. Wir werden unser Gewissen nicht aufgeben - nicht für Ihr leeres Versprechen von Sicherheit. Wir sagen NICHT IN UNSEREM NAMEN. Wir weigern uns, mit diesen Kriegen irgendetwas zu tun zu haben und weisen jede Unterstellung zurück, sie würden auch in unserem Namen geführt bzw. in unserem Interesse. Vielmehr reichen wir all denen in der Welt die Hand, die unter dieser Politik zu leiden haben. Wir werden unsere Solidarität mit Worten und Taten unter Beweis stellen.

Wir, die Unterzeichnenden, rufen alle Amerikaner dazu auf, sich zusammen- zuschließen und sich dieser Herausforderung zu stellen. Wir begrüßen u. unterstützen den derzeitigen Protest und die kritischen Fragen - wenngleich uns durchaus bewußt ist, daß es viel, viel mehr brauchen wird, um diesen blutrünstigen Götzen wirklich zu stoppen. Wir sind inspiriert durch das Beispiel der israelischen Reservisten - die unter Inkaufnahme großer persönlicher Risiken erklärt haben: “es GIBT eine Grenze” und sich konsequent weigern, ihren Teil zur Besatzung des Westjordanlands u. Gazas beizutragen.

Wir berufen uns außerdem auf die Geschichte der Vereinigten Staaten - die ja viele Beispiele von Widerstand und moralischer Gewissensentscheidung kennt - angefangen bei denen, die gegen die Sklaverei revoltiert haben - oder an der ‘underground railroad’ mitwirkten - bis hin zu jenen, die gegen den Vietnam-Krieg kämpften - indem sie Befehle nicht befolgten, den Militärdienst verweigerten oder den Verweigerern solidarisch beistanden.

Lassen wir es also nicht zu, daß die Welt draußen an unserem Schweigen und unserer Handlungsunfähigkeit verzweifelt. Schwören wir ihr statt dessen: wir werden gegen diese Maschinerie des Kriegs und der Unterdrückung ankämpfen und fordern auch andere dazu auf, sie mit aller Macht zu stoppen.

إذ نؤمن بأن الشعوب والدول تملك حق تقرير مصائرها، حرّة من القيود العسكرية التي تفرضها القوى العظمى. كما نؤمن بأن كل الأشخاص الذين إما اعتقلتهم الحكومة الأميركية أو حاكمتهم، لا بد أن يتمتّعوا بالحقوق عينها التي تنصّها الأعراف والإجراءات المتعارف عليها. ونحن نؤمن أيضاً بأنه لا بد من تثمين التساؤل والنقد والمعارضة وحمايتها، إذ إننا نعي أن حقوقاً وقيماً كهذه تكون دوماً موضع نقاش ولابدّ من النضال من أجلها.

إننا نؤمن بأنه يجب على أصحاب الضمائر (ذكوراً وإناثاً) أن يتحمّلوا مسؤولية ما تفعله حكوماتهم- فيجب علينا أولاً معارضة الظلم الذي يرتكب باسمنا. لذا، ندعو كل الأميركيين والأميركيات لمقاومة الحرب والقمع اللذين فرضا على العالم أجمع من قبل إدارة بوش، كونهما عمل ظالم، لا أخلاقي وغير شرعي. وقد اخترنا مناصرة شعوب العالم أجمعين.

نحن أيضاً، شاهدنا مصدومين أحداث 11 أيلول 2001، المرعبة. نحن أيضاً فجعنا بمقتل آلاف الأبرياء وذعرنا من مشاهد المجزرة الفظيعة-حتى عندما استعدنا ذكرى مشاهد مماثلة في كل من بغداد، وباناما وقبلهما فيتنام. ولا يسعنا إلا أن نضمّ صوتنا إلى صوت ملايين الأميركيين الذين تساءلوا قلقين لماذا هكذا شيء حدث.

إلا أن الحداد ما كان بالكاد يبدأ، حتى أطلق قادة الأرض الأهم، العنان لروح الثأر. وضعوا سيناريوهاً مفرطاً في التبسيط عن " الخير مقابل الشر" والذي تم تناوله من قبل وسائل إعلام طيّعة وخائفة في آن. فقالوا لنا أن التساؤل عن سبب حدوث هذه الكارثة يقارب الخيانة. لم يعد هناك أي حيّز لأي جدل. لم يعد هناك أي أسئلة سياسية أو أخلاقية شرعية. وأمسى الجواب الوحيد المحتمل هو الحرب في الخارج والقمع في الداخل.

ولم تكتف إدارة بوش، بشبه إجماع من الكونغرس، وباسمنا، بمهاجمة أفغانستان، بل انتزعت عنوة، لنفسها ولحلفائها، الحق في أن تغدق في إرسال قوات عسكرية لأي مكان وفي أي زمان. وقد طالت النتائج الوخيمة لذلك الفيليبين وصولاً إلى فلسطين، حيث خلّفت الدبابات والجرّافات الإسرائيلية وراءها الموت والخراب الهائل. وتتحضّر الحكومة الآن علناً لشن حرب شاملة ضد العراق- وهو بلد لا تربطه صلة بأحداث 11 أيلول المرعبة. أي عالم سيصبح عالمنا إذا باتت الحكومة الأميركية حرّة طليقة ترسل فرق الكوماندوس والمجرمين والقنابل حيثما تشاء؟

باسمنا، وداخل الولايات المتحدة، أنشأت الحكومة شريحتين من الناس: أولئك الموعودون بالحقوق الأساسية ضمن النظام القانوني الأميركي كحد أدنى، وأولئك الذين يفتقرون تماماً إلى أي حق. فقد جمعت الحكومة ما يزيد عن الألف مهاجر واحتجزتهم بالسر حتى أجل غير مسمّى. كما تم ترحيل المئات، في حين ما زال يذوي مئات آخرون في السجن، مما يعيد للذاكرة الذكرى الأليمة لمخيمات الاعتقال للأميركيين اليابانيين أثناء الحرب العالمية الثانية. وللمرة الأولى منذ عقود، أشارت إجراءات الهجرة إلى بعض الجنسيات بهدف التمييز في المعاملة.

باسمنا، نشرت الحكومة فوق المجتمع حجاباً قاتماً من القمع. وقد أنذر الناطق الرسمي باسم الرئيس الناس "للانتباه إلى ما يتفوّهون به". لذا يجد الفنانون والمثقفون والأساتذة المعارضون وجهات نظرهم عرضة للتحريف والتشويه والهجوم والقمع. فما يعرف بالمرسوم الوطني-إضافة إلى عدد من الإجراءات المماثلة على صعيد الولاية- يمنح الشرطة سلطات كاسحة فيما يخص التفتيش والاعتقال، بإشراف، عندما يلزم ذلك، دعاوى قضائية سرية ترفع في محاكم سرية.

باسمنا، ثابرت السلطة التنفيذية على اغتصاب أدوار الدوائر الحكومية ووظائفها الأخرى. وقد أنشئت محاكم عسكرية لا تتطلّب براهين صارمة وتفتقر إلى حق الاستئناف، وذلك بواسطة أوامر إجرائية. ويتم الإعلان عن مجموعات "إرهابية" بجرّة قلم رئاسي.

لا بدّ لنا أن نأخذ ضباط الأرض ذوي الرتب الأعلى على محمل الجدّ، عندما يتكلّمون عن حرب ستدوم جيلاً وعندما يتحدّثون عن نظام محلّي جديد. إننا في صدد مواجهة سياسة خارجية إمبريالية علنية جديدة وسياسة محلية تولّد الخوف وتحرّكه بغية الانتقاص من الحقوق.

إن مسار أحداث الأشهر الأخيرة يؤدي إلى الهلاك لا محالة، ولا بد من رؤيته على حقيقته ومن ثم مقاومته. فكم من المرّات في التاريخ، انتظرت الشعوب حتى سبق السيف العذل ولم يعد هناك أي فائدة من المقاومة.

لقد أعلن الرئيس بوش:"أنتم إما معنا أو ضدّنا". وها نحن نجيب: نرفض أن نسمح لك التحدث باسم كل الشعب الأميركي، ولن نتخلى عن حقنا بالسؤال. ولن نسلّم ضمائرنا مقابل وعد خاوٍ بالأمن. نقول ليس باسمنا. نرفض أن نكون طرفاً في هذه الحروب كما نتبرّأ من أي تدخّل يشنّ إما باسمنا أو من أجل رفاهنا. إننا نمدّ اليد لأولئك الذين يعانون من تلك السياسات في أرجاء العالم قاطبة، وسنعبّر عن تضامننا بالكلام والفعل.

نحن الموقعون أدناه، ندعو الأميركيين كافة للانضمام لمواجهة هذا التحدي. ونحن نؤيد حالة التساؤل والاعتراض الحالية، وإن كنا نقرّ بالحاجة إلى المزيد الكثير لوقف هذه القوة الماحقة فعلياً. إننا نستلهم من جنود الاحتياط الإسرائيليين الذين جازفوا بحياتهم لحظة أعلنوا "أن هناك حدّاً" ورفضوا الخدمة في احتلال الضفة الغربية وغزة.

كما نستلهم أيضاً من الأمثلة الكثيرة للمقاومة والوعي من ماضي الولايات

المتحدة: بدءاً من أولئك الذين ناهضوا العبودية من خلال العصيان والثورات وصولاً لأولئك الذين تحدّوا حرب فيتنام من خلال رفض الأوامر ومقاومة الخدمة العسكرية والتضامن مع المقاومين.

فلنمنع العالم المتفرّج اليوم من السقوط باليأس من جرّاء صمتنا وتخلّفنا عن الفعل. بدلاً من ذلك، فلنسمع العالم تعهّدنا: سنقاوم آلية الحرب والقمع وسنعمل على استنهاض الآخرين من أجل القيام بأي شيء ممكن لوقفها.

Appello degli intellettuali e degli artisti nordamericani contro la guerra

Che non si dica che negli Stati Uniti la gente non abbia fatto niente quando
il suo Governo ha dichiarato una guerra senza limiti e ha instaurato nuovi
mezzi di repressione. I firmatari di questo appello invitano la popolazione
nordamericana a reagire alle politiche e alle restrizioni generali che sono
emerse dopo l'11 settembre, mettendo in pericolo le popolazioni del mondo.
Noi crediamo che le persone e le nazioni hanno diritto alla determinazione
del proprio destino, liberi da qualsiasi coercizione militare delle grandi
potenze. Crediamo che tutte le persone detenute o perseguite dal governo
degli Stati uniti debbano avere gli stessi diritti. Crediamo che fare
domande, criticare e dissentire sono attitudini che devono essere
valorizzate e protette.
Noi crediamo che le persone di coscienza debbano assumere la responsabilità
delle azioni dei loro governi e, soprattutto, dobbiamo opporci alle
ingiustizie commesse in nostro nome. Invitiamo tutti i nord americani ad
opporsi alla guerra e alla repressione che è stata lanciata al mondo
dall'amministrazione Bush. E' ingiusta, immorale e illegittima. Decidiamo di
essere parte in causa con i popoli del mondo.
Anche noi abbiamo osservato con angoscia i terribili fatti dell'11 settembre
del 2001. Anche noi abbiamo pianto le migliaia di vittime innocenti e ci
siamo terrorizzati di fronte alla orribile carneficina che ci ha portato
alla memoria scene simili avvenute in Bagdad, Panama o, una generazione fa,
in Viet Nam. Anche noi ci siamo domandati, come milioni di statunitensi,
com'è stato possibile che sia successo tutto questo.
Però, mentre il dolore era appena cominciato, i pregiudizi più vecchi hanno
scatenato il loro spirito di vendetta coniando un ordine semplicistico:
"buoni contro cattivi" che è stato subito adottato da tutti i mezzi di comun
icazione, sottomessi e impauriti. Ci hanno detto che il solo fatto di
formulare domande su questi terribili fatti sfiorava il tradimento. Non ci
doveva essere nessun dibattito, né spazio per i dubbi etici o politici.
L'unica risposta possibile era la guerra fuori e la repressione dentro casa.
In nostro nome l'amministrazione Bush, con la quasi unanimità del Congresso,
ha attaccato l'Afganistan e si è arrogada, insieme ai suoi alleati, il
diritto di distruggere forze militari in qualunque luogo e momento. Le
brutali ripercussioni si sono fatte sentire dalle Filippine alla Palestina,
dove i carrarmati e i buldozer israeliani hanno tracciato un terribile
sentiero di distruzione e morte. E il governo si sta attrezzando per
intraprendere una guerra totale in Iraq, un paese che non ha nessuna
relazione con i tragici attentati dell'11 settembre. Che razza di mondo sarà
questo se si permette al Governo degli Stati Uniti di lanciare comandi,
assassini e bombe dove gli fa più comodo?
In nostro nome, il Governo ha creato negli Stati Uniti due classi di
cittadini: quelli a cui, almeno a loro, hanno promesso i diritti elementari
del sistema legislativo e quelli che, ora, pare non abbiano nessun diritto.
Il Governo ha arrestato più di mille immigrati e li ha segretamente
incarcerati, senza limite di tempo. Centinaia di persone sono state
deportate e centinaia sono ancora in prigione. Per la prima volta negli
ultimi dieci anni, le regole per l'immigrazione sono stati applicate in modo
diseguale.
In nostro nome, il Governo ha scatenato un'ondata di repressione nella
società. Il portavoce del presidente ha intimidito la gente dicendo:
"Attenzione a quello che dite" e la visione degli accadimenti espressa dagli
artisti, dagli intellettuali e dai professorisi è stata distorta, attaccata
o eliminata. Il cosiddetto "Atto Patriottico", insieme ad una miriade di
strumenti simili in tutto il paese, dà alla polizia nuovi e più ampli poteri
di investigazione e sequestro, sotto la copertura dei procedimenti segreti.
In nostro nome l'esecutivo usurpa gli atti e le funzioni degli altri rami
del Governo. Un ordine esecutivo ha messo in funzione i tribunali militari.
E' sufficiente una firma del presidente per definire "terrorista" un
determinato gruppo di persone. Dobbiamo prendere molto seriamente i
governatori quando parlano di una guerra che durerà una generazione e quando
parlano di un nuovo ordine. Stiamo di fronte a una nuova politica imperiale
verso il mondo e a una politica interna che genera e manipola la paura per
limitare i diritti fondamentali.
C'è una strategia mortale negli accadimenti di questo ultimo mese che deve
essere vista così com'è e contro la quale dobbiamo resistere.
Molte volte, nella storia, la gente ha indugiato a resistere fino a quando
era troppo tardi. Il presidente Bush ha dichiarato: "O con noi, o contro di
noi". Questa è la nostra risposta: noi neghiamo che egli possa parlare a
nome di tutti i nordamericani. Noi non consegnamo le nostre coscienze in
cambio di una vana promessa di sicurezza.
Diciamo NO in NOSTRO nome.
Noi ci neghiamo di far parte di questa guerra e rinneghiamo tutte le azioni
fatte in nostro nome o per il nostro bene. Tendiamo invece la mano a chi nel
mondo soffre per la conseguenza di queste decisioni.
Mostreremo la nostra solidarietà con le parole e con le azioni. I firmatari
di questo appello invitano tutti i nordamericani a unirsi a questa sfida.
Applaudiamo e appoggiamo tutte le proposte che si faranno, ogni volta che
riconosceremo l'esigenza di fare molto per porre fine a questa pazzia.
Noi siamo stati ispirati dalla decisione dei riservisti israeliani che,
assumendone i rischi in prima persona, hanno dichiarato che c'è un limite e
si sono negati di prestare il loro servizio a Gaza e nei territori occupati.
Noi siamo stati ispirati dai numerosi esempi di resistenza e di coscienza
che ci offre la storia degli Stati Uniti: da chi ha combattuto la schiavitù
a chi ha posto fine alla guerra in Viet Nam non obbedendo agli ordini, o
negandosi a ingrossare le fila o appoggiando chi opponeva resistenza.
Non permettiamo che il mondo, che oggi ci contempla, si disperi per il
nostro silenzio e per la nostra incapacità di azione. Facciamo in modo che
tutti possano sentire il nostro impegno.
Resisteremo di fronte alla macchina da guerra e alla repressione e faremo
tutto il possibile per frenarla.
