- 1)  Theme: Job-Insecurity in the Net Economy

 

The LRE/Ego CreaNET pay particular attention in exploring the causes of job insecurity, considering the effective multi-disciplinary aspect of the contemporary job-creation. First of all it is easy to observe the redundancy of all the previous professional job and this is given a decline of professional job protection as a consequence of the over saturation of the working market especially for person graduates or with a diploma of superior schools obtained in the more recent years .

Finally we  identify that in Italy  that most intellectual working in the NET-Economy  are not "protected" by formal written contracts or inclusion in social benefit programs because their work in the major part of cases is considered part time and not salaried for the effective high level of knowledge.

In any case as a outcome of the relative failure of the Net-Economy in Italy at present, the under employment rate is relatively low in respect to the more large unemployment of  young graduates and diplomats.

Certainly the general perception is that it will be necessary to accept the fact that job security is no longer absolute in the future of  professional work, because the high concurrency of the globalization of the market gets as a consequence a shorter product life cycle that in terms of working dynamics will mean a constantly evolving labour skills and competencies requirement especially in the management sectors.

The above essentially means that the opportunity of future  job-creation are concerning the overcoming of skill shortage in a dynamic knowledge system of fast changing of production and productivity criteria.

The LRE/EGO-CreaNET, aiming  to build for the FORCO-PRECANET Leonardo Project , a  syntheses of Italian  development showing the role of all relevant factors at an appropriate level of details, gives a contribution to identify in Italy the existing conceptual approaches relating to the emergence of the Information Society and the Net Economy .In fact the LRE/EGO-CreaNET analyses the job-insecurity processes in the last four years through current and forthcoming statistical measures from official national statistical agencies commercial chambers research  and other sources of on line literature and at last but not a list especially rethinking those data in collaboration with the BREAD & ROSES the Italian Tread Union of  Net-workers (http://www.breadandroses.it/ ) and through establishing Net-Enterprises relationships by the way giving some contribution to the debate on the Italian FORUM of NET ECONOMY http://www.forumneteconomy.it/ and by means some collaborators of LRE/EGOCreaNET a new contribute was given to the Report on the NET-ECONOMY 2004 see: http://www.aaster.it/doc/rapportowebbit04.pdf; in a way  that can be possible to identify the more frequent patterns  and problems of professional development offering to understand the way to better the knowledge about the  employment opportunities through regional collaboration and/or targeted policies. 2) Theme : NETWORKING MUTUAL LEARNING SYSTEMS FOR SELF –MANAGEMENT TRAINING

 

In particular the role of LRE/EGO-CreaNET of the University of Florence  is more dedicated to the Educational Research Innovation  of European Models oriented to overcome the skill shortage in knowledge management of the NET-Economy and to develop a sharing methodology of multidisciplinary themes on science and society for the construction of integrated knowledge for improving NETWORKING MUTUAL LEARNING SYSTEMS with a permanent dynamic of content adjournment for a deep innovation of the traditional educational system oriented to develop criteria and contents for Net work-management processing of the “knowledge economy

Certainly the terms and concepts representing the economic changes from the old industrial society to the post-industrial society are not find a stable and definite dimension for the foreseen “Next - economy” that certainly can assume an anticipative setting in the European perspective of K-Economy (Knowledge Economy) In any case the need for innovation and “self-training” is considered as constituent to the continuous adjournment of management professions. “Knowledge dynamics” is the essential factor of K-Economy growing and the need to be constantly inventive can be a considerable factor of stress. Therefore LRE/EGO-CreaNET aiming to favour the “self training” education method on the field of Innovation Management in Internet, proposes some useful considerations in an recent article, that is now published on the Strategic-Self Management International Review  (ISSN 1648-5815 ) N*1 pg.126-128 (2004)

At this proposal it's important to consider as the key aspect of competencies adjournment of Strategic Self Management the issues regarding “methods of construction  on knowledge economy”, which are largely interlinked with work management entrepreneurship innovation for developing an “e.business  interoperability” among networking SME’s, Centres of Research & Development and Public Institutions, following the general approach suggested by the European Commission at the “Göteborg 2002 Summit” to strengthen the key policy proposal on Sustainable Development of “e.Europe”. In this summit is strongly underlined that the new management challenge needs, as well as a crucial factor, to involve in the “e.business networks” a community (or networked grouping) among firms and research & development centres ,  as the basis of moving forward the construction of European of the Knowledge Economy.

 

Therefore ,a good idea, can be to start in developing a Web-Portal for “Self-Training in Management innovation” based on the knowledge of  the best practices on “ e.Economy Construction strategies”.

Following this proposal the LRE/EGOCreaNET , start to disseminate various information on such arguments through realize an “On line Folder Bibliography” about the  international  reports on the issues regarding the K-Economy. The diffusion of that information is very important for accelerating a self- training method through the dynamic adjournment of knowledge by means the utilisation of ITC tools.

 

In ending  this LRE/EGO-CreaNET Report  it is important to underline that “the shortness of  market cycles  bridged together with the market globalization”,  need for constant business "re-invention" based  knowledge dynamics , and so that it is important to consider that in for improving  Knowledge Management innovation, knowledge itself cannot be confined into the obsolete  narrow disciplinary parameters of traditional entrepreneurship’s management education.

Here, more than anywhere else it seems that an important sector of innovation is focused on the need to change the contents and the general characteristics of knowledge management, as well as the most important phase to accentuate some of the feature of current professional change in more traditional fields of management activities.

 

3) Theme : Professional future performance changes and the skill shortage overcoming in knowledge management

 

The LRE/EGO-CreaNET works for identify, the professional performance changes and the skill shortage in knowledge management for improving the NETWORKING ECONOMY.

Aiming to set up a clear idea  on the skill and competences innovation that certainly need for “knowledge workers”, we develop an large on line research about previous reports and literature focused on the interpretation of the effective difficulties to develop the Net-economy and also in the important field of the marginalization and fragilization of intellectual work in the Net.economy context in Italy. Our on-line research is concentrated  expecially after the recent collapse tide of Internet Company due to an economic bubbles on all the new economy dimensions of “e. business ”

As a result of this research study based on annotated bibliography, we understand that the principal reasons of Net-Economy failure has generated because the crucial role the globalization in the changing  the market and marketing aspects .Therefore  to reply to the global growing of competition, firms need to develop technological co-operation for growing up into a coordinated compatibility of the global production system through ITC communication. The above need of ITC co-ordination causes many differences in Knowledge management of firms, that high differ from the management of in traditional industries in their previous competitive conduct and performance. As a matter of facts before of ITC rapid development in INTERNET, rival firms worked in a dimension of localised market and in this local-space of business, especially the SME’s do not like to exchange information and they do not think about the opportunity to share systematically knowledge among research centres and enterprises, so that today the occurrence of networking effects deeply change the formal modelling of management and business. .

The response to the “networking effects” generates a complexity where normally grow up the  incompatibility  and hence instability of the business management especially among SME’s , that inhibit, or delay or completely impede, the development of Business to Business (BtB) co-operation into an sufficient critical mass of  collaborative enterprises and research centres.. As a matter of facts the effective risk that perceive the SME’s in a networking economy concerns the question that they are “not” in favour to be involved in  a process of standardisation of the procedure of business as well as are coming out from the BtB cooperation. Therefore if, “intermediate agents”, cannot be able to develop a flexible BtB co-ordination the incompatibility with the “Net-work economy” may arise getting as a result a collaborative ITC instability and finally generating a bankrupt of new “e.Company” normally named Dot.Com principally because thay remain isolated without a sustainable network.

To prevail over "chicken and the egg" contemporary paradox of Net-Economy, that come into sight in a delocalized system of global competition, the LRE/EGO-CreaNET working in the European Project FORCOPRECANET, understand the importance of the change from the NET-Economy to the development of Knowledge Economy (K-Economy) following in this way the European Action Plan proposed by the extraordinary European Council (Lisbon-March 2000) for the development and macro-economical sustainability of the future European Knowledge Society.

Developing compatibility (or interoperability) within the grouping composed by Research Centres, Industry and Governmental Sectors, has as a crucial aspect in the construction of the new collaborative entrepreneurship of “K-Economy”. The focal point of this collaborative strategy for growing up the European competitiveness of grouping of enterprises and research centres, concerns mostly in training innovation on Knowledge Management issues through a distance system of Long life Learning based on the understanding and improving the so called “Weightless Economy”.

For the above goal LRE/EGOCREANET, is following the idea of ancient Greek Philosophers and the great pedagogue H.Pestalozzi (Chiavenna (It) 1746-1827) ; he realizes the “Pestalozzi  educational  method” to cultivate people's ability to think productively where the Master Keys is to Using the personal Mind Education to day this method can be extended and applied through internet ITC tools in a way thatforming a person means to teach them to learn by alone into how can be possible accelerate self-education”. Hence looking to a re-establishing the Pestalozzi Methodology in contemporary times and technology, LRE/EGOCREANET will propose to develop the European Master for K-Economy Management in a Self-Directed Learning organized though an good selection of educational resources in a K-ECONOMY Web-Portal , in a way that starting with the better ideas coming from the past, can be possible today empowered entrepreneurship and social management on : “ K-Economy European Construction”
