Foster Information Society Knowledge Management Innovation:
development of the Entrepreneurship skills for improving the knowledge economy

World of Knowledge Management (KM) innovation debate the way to generate an adding value to develop organizational business plans networking models of "extended international enterprises " joining University and SME’s

The above dialogue is focused in a way that world wide networking economy can solve the knowledge value equation in relation to a new relationship between "intangible and tangible assets" in the contemporary development of Knowledge Economy.

Knowledge itself belong to intangible asset and because nowadays knowledge dense products and processes determines the quality of profitable and sustainable developmental growth, the intellectual capital has become the emerging most important aspect of contemporary economy.

Hence KM innovation is intimately linked to the creative net-learning strategies that will be able to shortening the lifetime cycle of work-force skills renovation though on the job "e.educational" innovative solutions.

For the above goal the LRE-EGO-CreaNET of the University of Florence, in collaboration with the TUSCANY REGION, and the PIN-in Prato in Italy , proposed for the @lis Call the project named <SKILL SHORTAGE> (SK-SH) aiming to stimulate a open dialog between Europe and Latin America and to develop sharing advancement on Knowledge Management innovation for strengthening a EU-LA partnership’s "alliance".

It will be necessary to underline that for improving the SK-SH demonstration project the subject matter, laying the foundation of KM innovation, requires a deep shift passing through the obsolete industrial society management paradigm to the new information society age paradigm of the "networking - economy".

Now it will be important to remember that the knowledge managers of the industrial age sees all the value chain that operate to reduce costs in a ego centric view and following the above goal often the innovation correspond to expel job by means embedding knowledge in machinery to gain the profit of each single enterprise looking for optimizing the output of "tangible assets".

In contrast of the above approach the knowledge managers of the Digital age need to consider any possibility to empowering skills for sharing knowledge to reduce the inter SME’s micro competition and to decrease the too localized concurrency in a way that University and Enterprises will be able to co-operate in a networking contest of "Extended Enterprises" dominated by the need to enlarge the "intangible asset value" in the evolutionary scenario of the knowledge economy.

Therefore Project Management innovation is an emerging field on managing a networking value tree of "intangible assets" that differ radically from traditional KM of the obsolete industrial age.

In fact the old training of KM competencies was focused to a limited objective to implement the return of investment (RoI) of tangible good productivity.

Therefore the "new paradigm of KM" and "the old paradigm of KM" need to foster different point of view because the differences in the business plan models that forecast : from the one hand the RoI of a single enterprise , and from the other hand, the business plan innovative models of networked enterprises in an extended Trans-national alliance.

So that the key activities of the KM innovation need to be critical on the previous KM industrial paradigm, aiming to forecast to a different way of business activities, that sometimes are defined as well as <BUSINESS ETHICS> , to improve the quality and the accessibility of the socio-economic development. of citizen in information society in a way suitable to contrast the new competitive global pressure.

So that the logic architecture of the pilot project "Skill Shortage" is structured in a manner that its co-operative development will be able to find a strategy in both the possibility "to save and to solve" the complex problems of the contemporary change of Knowledge Economy in a way that University and SME’ can sharing their knowledge to avoid to succumb to the market and marketing contemporary globalization.

Hence KM innovation need to improve creative "skill building" and "innovative KM leveraging" working as well as an appropriated strategic tool to support the organizational transformation of University/SME’s in "extended enterprises" during the advancement of contemporary knowledge driven economy.

Because project idea of <SKILL SHORTAGE> will be developed in a sharing context of partnership’s alliance in the next future, now, speaking in this International Symposium in Bogota’, I think that we need to look from an international perspective to get insight into some of the most important questions to manage so complex adventure of innovating KM.

A first key point is emerging from the need to improve a large impact of the methodology to share Trans-disciplinary knowledge, in contrast with the disciplinary historical nature of the academic disciplinary professional training.

It is well known that the scientific and humanistic disciplinary’s divorce is born in the industrial age within the goal to separate the differences in time production between knowledge and goods i.e. between "intangible and tangible assets" in a practice useful to elevate the efficiency of the industrial production of goods.

As a main consequence in the industrial age the efficiency for the production of tangible goods get a central focus on the division of manual ad intellectual labour and inside of the intellectual labour itself that was subdivided in narrow specialization.

As a matter of facts we are living in an historical context dealing with the obsolescence of the industrial ; but in spite of this the academy continue to teach old graduated professionality into the traditional disciplinary conceptual territory dimension , subdivided in more and more sections opening continuously a fan of limited specialization.

Now we need to be conscious that the capital problems of the future Knowledge Economy need to not respect more such traditional splitting in professional design of the curricular disciplines.

In fact today we are living in a context of a accelerated incoming of the "digital age" where the need to growth up the knowledge economy push the Knowledge Management life long learning innovation to sharing of knowledge for reducing the risk and competitive redundancy in the global market context.

As a consequence this contemporary exigency correspond to a deep change of the interrelationships between the industrial societal structure of division of labour and the post industrial one that will get a different approach of intellectual work (sometimes named : "e.brain work") for assessing the networking's added value to geographical extended enterprises within a Trans-disciplinary flexible approach to manage knowledge economy socio-economic development.

Therefore it will be not more advantageous to the traditional organization of the academic professional teaching at the University , in fact the old disciplinary method of academic learning at present gives as a result a large intellectual unemployment all over the world.

I shall hope that an innovation of knowledge management and an new enterprise architecture of sharing knowledge between University in extended networking enterprises, generated as soon as it will be possible, a new knowledge architecture for life long learning skills building in a way , that will be necessary to create an added value to the intangible assets that permit a new accuracy of team-intellectual productivity to effectively produce usable shared knowledge for improving a sustainable development into a large accessibility to Interactive Communication Technologies.

Therefore the overcoming of the obsolete limited "space" or conceptual territory of each traditional discipline, nowadays will be the main obstacle to link with a necessary flexibility the sustainable developmental strategy of contemporary Knowledge Economy with the focus to the Trans-disciplinary knowledge sharing processes that can generate an high qualitative development of the future information society.

In conclusion a strategic rethinking in the SK-SH perspective of life long e-learning Trans disciplinary demonstration in the area of education KM innovation, will be a crucial factor for overcoming the Skill Shortage., aiming to the development of the Entrepreneurship skills for improving the knowledge economy.

A second key consideration is emerging from the need to develop a qualitative sustainability of the world wide development and this is in contrast with the quantitative approach of economy indicators as well as the famous "Growth Development Factor" (GDF) that it is extensively utilized until today as the best economical parameter of the evaluation of the richness of a country or region in the industrial age.

As a matter of facts the Knowledge Economy need to define the strength of the qualitative relationship between economic growth and human resources development, in a eco-economic world wide multi-disciplinary sustainability strategy ; hence for this goal need to grow different indicators for the prosperity of the nations that will get a strong difference from the well known quantitative GDF old indicators, this because the GDF do not consider at all the "intangible values" , as well as creativity, intelligence , equal educational opportunities for all men and women … but also do not take in account , water , air ,humus of soil , and all the natural benefits .of a qualitative sustainability of the contemporary development.

Therefore the Knowledge Economy progress need to change those obsolete indicator that relies on an ever-increasing throughput of profit in a quantity of money, this because it will be unsustainable. for a sustainable "digital age economy " to maintain GDF economical indicators that do not at all are taking into account the different relationship between "intangible and tangible" asset for their complemented sustainability in the development of future advanced Information Society.

The project SK-SH would like to work for completing the transition through the Knowledge Management innovation, therefore partners need to look with a careful attention to must give way to a more creative pursuit of new economic indicators because old indicators are to much inadequate to evaluate the process by which resources and goals will be improved quality for advancing in an effective sustainability of global development within a less tangible resources intensive character of the global productivity.

Thus, in spite of that most of contemporary policy that may be pleased to sustain knowledge economy growth, in effect the economic indicators are truly in a complete absence of evaluation potential capacity of understanding an qualitative sustainability of development.

Certainly this lack of valid indicators contribute very much at impoverishing the conceptual and cognitive advancement of a Knowledge Management transition to an effective and qualitative sustainability of the common global development.

Therefore the old indicators of economy evaluation are seriously responsible to the exclusion of a great part of conscious "e.brain working" creativity; in fact false evaluation of development potentials generate a negative counterpart of the Knowledge Economy growth , because the old system of evaluation do not permit to obtain financial aid to new Entrepreneurship and this contributes no little to an increasing of intellectual unemployment of man and woman at the world wide level.

Finally we need to be seriously conscious that we are still living in the transition phase from the industrial to the information based economy and so that a deep understanding the new paradigm of Knowledge Management innovation in this transition will be essential to patronize the future Information Society advanced development.

In that scenario the <SKILL SHORTAGE> project will furnish an endow to a long term alliance between Europe and Latin America giving some appropriated demonstrations about a shared ability to understand and to promote the main direction is which Knowledge Economy need to go. This endeavor and this effort of the SK-SH/ /EU-LA partnership will permit to grow up next economic international order, coming after the industrial economy most complete obsolescence , and .presently will foster the best possible and practicable practices on < BUSINESS ETHICS> networking strategies in the crucial field Knowledge Management innovation. for implementing an effective qualitative sustainable Knowledge Economy for the post industrial future expansion of the Information Society.

8.1 : «e.BWSP» will be a multiple international enterprise to develop an "e.brain work " system performed through an innovative gateway architecture aiming to facilitate a pro-active & interactive just-in time cooperation on KM innovation in the context of Knowledge Economy of Information Society evolution

8.2) «e.BWSP» will be an interface between SME’s and Universities and local government to find all the possible complementarity with national and regional on Life Long Learning "Skill Building" initiatives for implementing co-working SME’s productivity.

8.3) «e.BWSP» will allow enterprises and employers to share knowledge with Universities enabling and motivating planning of Life Long Net-learning at the right on demand time and in the right context of business ethics

FINAL NOTE:

One of the most difficult aspects of implementing and adjourning the maintenance of «e.BWSP» will be a continuous promotion of a fundamental MIND-SHIFT from a passive knowledge transfer of the traditional educational system, to a way where it will be possible a pro-active and interactive behavior of citizen to develop the portal interface organization based on SHARING KNOWLEDGE.
