Preliminary goal: The Future auto-sustainability of FORCOPRECANET LEONARDO PROPOSAL : - Trans-nationality, and Trasferibility of  an Educational Innovation Management coming from the analysis  of the changing conceptual and "e.learning needs"  between the NET-ECONOMY  and the contemporary change of EUROPEAN  KNOWLEDGE ECONOMY.

Introduction: the status of the art :

            The Lisbon European Council in March 2000 defined the KNOWLEDGE DRIVEN ECONOMY as weel as the best European strategy for economic and social modernisation in order to speed up the transition from the Industrial to the Knowledge Society aiming  at creating a more competitive economy with more and better jobs, social cohesion and sustainable development.

The Lisbon strategy of change, starts tacking in consideration  difficulties of the development of the NET-ECONOMY understanding that, the problem of the globalization of the market cannot be seen only as an a network agreement of enterprises for improving their common competition around the world, this because  a key factor for producing and selling in the global development is spread in strong interdependence on all the features of the  economic and social renewal of any country. In extreme syntheses the effective change form the old Industrial Society to the Knowledge Society  requires a deep change from the economy of the profits maximisation of each single enterprise,  to an large and co-operative investment, in a way that can be able to integrate industrial and commercial business to the global socio-economic development, aiming to obtain an extension of the word wide market, within a better interdependence living and working systems , generating a global comparative advantage of socio-economic development of each nation. Hence, managing contemporary dynamics of change, need  a large confidence of European managers of industry and of governs, about the strategies and best practices on improving a global sustainable global development. In particular the above consideration is becoming a careful need in relation to the expansion of Europe because such expansion concerns a complete set of socio-economical characteristics, of such dynamical change, like the improvement of living conditions, and quality of life, that are complementary  with any possible business’s European strategy . Hence this approach of integration of “Business and Society Development” concerns also all the measures that  helps create more and better qualified jobs with deep capacity of industrial managers and political makers to forecast the future and anticipate transformation of social-economy in the global world  by means advancing in innovation and qualify of the production and of adapting workers and citizen to an epoch of dynamic change both in economic and social terms. Therefore all European countries are engaged with far-reaching changes, based on the reality of a great enlargement of the Union, that generate economic and monetary stability, scientific & technological modernization on contents and technology and this need a fundamental organization of research and permanent training of managers and political makers for improving in the best way the complete transition to a knowledge-driven economy. In this innovative socio-economical  dynamics,  political makers and also tread-unions and managers of industry certainly need for a research study that can help them,  to understand and to forecast the fundamental changing structure of employment in relation to the new internationalization of the division of the labour and the quality of production, including demographic change and the social need to develop a better equilibrium between, work and education in all European Countries.

 

EUROPEAN MODEL on KNOWLEDGE ECONOMY MANAGEMENT . (MEKEM-Project Idea)

 

Premise: The contemporary changing age is focused in the new approaches of Knowledge Management strategies and practices in the old workplaces and in the innovative training of the new labour forces; for that reason the LRE/EGOCREANET, would like to develop and implement a innovative research on  WEB—learning and WEB-Editing strategies , generating a  “Model for European Knowledge Economy Management “ ( in short : MEKEM ) for investing ad obtaining advantages in a continued employability and productivity of new socio-economic management. (3) Following the bibliographical work made and evaluated during the FORCOPRECANET LEONARDO PROJECT , we know that success in the new Knowledge Economy (K-Economy) is based on creating and exploiting Knowledge ; as a matter of facts in  this K-Economy knowledge is the main source of wealth for any regions, nations, enterprises and people, because the economic transformation is based on new economic values far removed from those of the old industrial economy; economic values in K-Economy has fundamentally shifted towards “intangibles” and in particular towards increasing value by incorporating scientific & technological  knowledge not only into services and products but in the mentality of consumers and citizens all over the world.

Therefore MEKEM Project Proposal can be seen as  well as - FUNDAMENTAL COGNITIVE RESEARCH ON CONCEPTS and STRATEGIES FOR DEVELOPING INNOVATIVE APPROACHES TO THE MANAGEMENT OF CHANGE FOR MASTERING  European  Knowledge Economy into a context of greath interdependence of labour markets and a better comparative advantage of financial markets .

 

The Industrial economy loses competitiveness all over the world and Knowledge Economy Development can be a catalyst to new profitable  trans-national “chain-value creation” where the focus of multi- purposes business is enclosed on the contents innovation and the dynamic management skills, for building creative strategies in a context of cultural net-working innovation about continuous and flexible change of post industrial society. Therefore  the MEKEM  Model on K-Economy ,need to be able to co-organize some multidisciplinary studies, to generate and to share knowledge management based on the best practices of interactivity between University research and Industry innovation, as well as it is required to implement the knowledge management on the priority themes of  the contemporary KNOWLEDGE &WORK - PARADIGM-SHIFT. In particular , aiming to help the transition between the industrial economy and the Knowledge Economy the  “MEKEM” project idea , will be based on a cognitive research introduction and implementation for the development of “e. management working” in the innovative context of Knowledge-Social-Economy European Development. . Hence within the MEKEM proposal the “Knowledge-based Social Economy” (KSEED) will be sustained on the basis of re-thinking in a future perspective four fundamental subject matters, i.e., e-economy, e-commerce, e. govern , e.learning , all based on NEW THEORY OF NET-WORKING SUSTAINABLE GLOBAL GROWTH ,focused on the new productivity of knowledge management of "not tangible  products”.  Therefore the challenge of the Project idea “MEKEM” is to create a cultural and cognitive infrastructural ITC co-organised by means integrated European grouping , among University and Industry and Regional Governs, oriented to improve the transition based on networking inter-nationalisation of  K- Economy, and aiming to  enhance  new approaches on globalisation of commerce/trade, finance trough  intellectual “e. work” management innovation ; thereby accelerating “e-business” and “e-commerce” and also new politics of “e. governance” ,of co-operative Networking  learning and knowledge sharing through a strategy based on growing up “a model of virtual communities e.learning co-organizations” (NET-Learning).

- Core ideas for sharing Among Partners and stakeholders the “MEKEM” MODEL :

What is the K- economy or knowledge for developing K-Society ? What we means when we talk about the K- economy !: - a) we're talking about a world in which people are able to “e.work”  at distance with their brains instead of their hands. (Brain-workers) for improving “Not tangible” sectors of K-economy. - b) we’re looking to a world in which communications technology creates a new relationship between “competition and co-operation”, based on networking relationship and agreements for a sustainable future. - c) we’re thinking that a world wide quality of k-society living innovation, where addressing the major societal needs, is more important than the industrial mass production. - d) we’re like to organize skills based on sharing method to generate knowledge sustainable dynamics, as it is necessary  in a world where the technological &scientific change is very speedy. - Starting from sharing the above key considerations the focus of change of K-Economy concerns the delocalization of the production systems, so that the decentralization of decision making as an inevitable consequence; this because the  communications and processing power are cheap, and time to take management decisions is becoming very short, at the same time that  networked extended enterprises span the globe. Therefore the “MEKEM” proposal will develop a K-Economy  Knowledge management  into a distance Net-.Learning methodology of teaching, for empowering  skills of decision makers at various levels and improving K-Economy for the contemporary  European K-Society

“MEKEM” -MISSION

The Mission for planning the “MEKEM” project proposal is to create an European integration on-line lifelong learning Model, to favour the cooperation in Knowledge Social Economy , among European Industry and University and Regional Governs, aiming to acquire the necessary equipment, concepts, skills and also develop challenging perspectives needed for the world wide competitiveness on knowledge economy sustainable  development. For this mission it is considered an important challenge to produce a Master Plan to “Net-Learning” the new generation professionals and also develop an life long learning management innovation, aiming to ensure that the European Knowledge Society can be implemented thought a cognitive construction of the research and developmental management skills of the emerging  “k-economy “issues. With those mission the “MEKEM”. -Virtual Learning Enterprise-  can be very important for improving a new vision of  “knowledge social economy growth” enhancing a new program of “KSEED “ of cognitive based activities in a way that “Non-Tangible” sector of Intellectual capital grows quickly and bigger, developing strategies for Knowledge  Management as well as a fundamental investment in human resources and ability to understand and anticipate the need of change in the post-industrial society for piloting  new alternative working arrangements at enterprise  and societal level to improve the quality of production and working skills and experience.             Principal Study subjects of the collaborative on line “MEKEM” will be : 1)- e-business delocalized networking strategies; 2) -social information plans management; 3)- innovation management on organisational business communication.

“MEKEM” Action Plan will be organized in a “mutual communication “ strategy :

a)- Realization of an European Core Module based on excellent  best practices and lectures on Knowledge Economy Advancements  for knowing international documents and the European policy perspectives  ; b)- National Modules will be based on sharing best practices in  long-life Net-Learning management on ”K-Economy” ; c)- on demand special- modules and units  based on distributed sources of knowledge management in various fields of “Business intelligence”.; d)- Web-Publication and dissemination of Research Dissertations realized by participants ( partners and stakeholders) .

B) development of the MEKEM MODEL of “e. EDICTIONS” for innovating Teaching Methods and Technology :- After the preliminary construction of the MEKEM PORTAL on “Knowledge Management Innovation” based on  cognitive research containing distributed Knowledge Management materials, partners will be co-organized  in appropriate “virtual national research and innovation  groups” , where the emphasis will be focused  on interactive discussion and confrontation and sharing of  research materials and documents. .In addition some special international virtual debate  will take place via Internet tools and teleconferencing approaches and also in presence Congresses and Work-shops, that will allow to all the partners  to open the debate to an international access to specialist lectures and seminars that will be co-organized following a “System of an European Virtual University” , like in the proposal described as the “BUSINESS LABOUR UNIVERSITY for ELECTRONIC SOCIETY” . DEVELOPING the  PROJECT IDEA PROPOSALS:

 

-          MEKEM  model will develop various actions for improving the  generation, distribution and use of knowledge and its impact on economic and social development, by means an Electronic Training Continuous Editing for favouring knowledge managers innovation , can be utilised for proposing some Project- Idea for participating to the EU-Calls on the field of Knowledge-based society and social cohesion .  In particular we can develop a project proposal based on the following main issues

 

a)      Generation/distribution/use of knowledge  ; b) Development of a knowledge-based society  ;

c) Variety of paths towards a knowledge-based society

 

            The general objective of the above Research Areas is to improve significantly understanding of the characteristics of knowledge and its functioning as a public and private good, and to provide the bases for policy formulation and decision making in knowledge management innovation in Europe. This aim is coherent with the EU Call “Citizens and Governance in a knowledge based society -Work Programme 2004 – 2006 Research Area 1 , so that the participation can be possible  through a good partnership agreement on the project MEKEM,  based on sharing the goal to improve the generation, distribution and use of integrated knowledge among science / and developmental politics of Knowledge Society , and its impact on economic and social European development. As a matter of facts the primary objective of such MEKEM proposal will be to improve significantly understanding of the characteristics of scientific and technological knowledge advancements and its functioning as a public and private good, and to provide the bases for policy formulation and business forecasting and decision making. Hence MEKEM Research & Development will focus on:  the characteristics of integrated “Science & Business Knowledge” and its functioning in relation to the economy and society, as well as for innovation and for entrepreneurial activities; and the transformation of economic and social institutions; the dynamics of innovative knowledge production, distribution and use, role of knowledge codification and impact of ICTs; the importance of territorial structures and social networks in these processes.

REARCH PLAN - FUNDAMENTAL LINES.

Contemporary Knowledge Economy includes the integration of “Scientific and Business Knowledge” (S&B) describing new way of Networking Economy between sectors that before are spitted in different approaches as well as Scientific & Technological research , Industrial application and production,  and marketing consumption preferences studies, oriented to favour an integrated science permanent education , and to develop dissemination web-editing  channels and so on. Starting from the above consideration the research plan of MEKEM developmental research in  “Knowledge S&B Integration can be divided into three classes of research in Knowledge Management Intelligence (KMI):


1. Dialogic  Knowledge Management Intelligence (DKMI) : Innovative  KM generation needs are understood through formal or informal interactive dialog between Science research and business enterprises and customer, and vice-versa between customer and Governmental Regional Institutions , and Productive enterprises and stakeholders or suppliers.

2. Observational Knowledge Management  Intelligence (OKMI): this kind of knowledge is gained by observation of status of the possible best practical use and dissemination of integrated knowledge in relation to  the old and sometimes obsolete development of entrepreneurial making of manufacturing product or service.

3.Predictive Knowledge Management Intelligence (PKMI) : this kind of knowledge is gained with the help of special analysis tools and methods of internationalization of production and marketing oriented to predict the future development of Knowledge society on the basis of a forecast of citizen’s and customer’s developmental need and reaction. Those steps of the fundamental lines of cognitive research in KNOWLEDGE MANAGEMENT INTELLIGENCE will realize a series of Periodical publications that will cover knowledge economy management innovation that will be the basis for dissemination and permanent training materials produced within a sharing knowledge methodology by the MEKEM cognitive research innovation on the METHOD for EUROPEAN KNOWLEDGE MANAGEMENT innovation.
