"SKILL SHORTAGE" demonstration project for @LIS call -Education in cultural diversity ("SK.dp") will develop an " INDUCATOR" (Educational Incubator) strategy a catalyst for a long term alliance finalised to sustain the Knowledge Management innovation for SMEs market's internationalisation among European and Latin American Countries, in the contest of cultural diversity alliance through enhancing networks between Regional Institution, Universities and Small and Medium Enterprises Associations:

The Promoter of the "SK dp" is convinced about the importance to set up strategic program for encouraging international e.learning clustering between Regional & Local Governments, Universities and SMEs strengthening the "ALliance for the Information Society" relationship between Latin America and Europe, aiming to stimulate cognitive innovation through sharing and integrating knowledge to foster international development of knowledge economy society.

In fact in the future networked economy, a clustering regulatory frameworks dynamics, based on ITC interconnection between R&D communities of Universities and SMEs, will no doubt operate as nodes of various "Extended Virtual Enterprises" across a range of co-ordinated "business & knowledge" sectors.

Inside the above rapid change perspective of "Clustering Entrepreneurship" innovation, the crucial sector is focused on an innovative e.learning on demand for life long educational system of "Knowledge Management, that will be co-organised by the "SK.dp"consortium in a way that it will be able to build up and disseminate new skills for the changing organisation of "team- e.work intellectual professions" .

Therefore the production of shared knowledge operative model is the main goal of the "SK dp", that will be finalised to support the production of new contents for co-operative international policies , joined by economic and technological (ITC- based) integrated actions.

The ACTION PLAN of the "SK dp" is based on four important thematic priorities addressed to overcome the skill gap and improving the inter Universities/ SMEs international co-operative clustering development.

Each subject of the above described ACTION PLAN will be organised as well as a particular SUB-Project that will join an appropriated and well balanced network of partners coming from European and Latin American Countries.

The operational structure of the "SK dp" will work as well as an International Virtual Advanced Laboratory (VIAL) for the electronic editing of new shared knowledge for improving Knowledge Management in a networking e.learning "inducator" strategy. In conclusion of the above short presentation the "SK dp" proposal will develop a forecasting model for Knowledge Management innovation to overcome SKILL SHORTAGE that will be a priority need, to support co-operative policies of internationalisation of the sustainable business modelling in an intellectual "labour fluidity conditions" that are suitable to the complex scenario of the future knowledge economy
